DCL is not exactly orphaned.
I am adding some functionality from time to time.
But DCL and its dependencies are too big for one person.
So feel free to do something with LIB$, MTH$ (and also CLI$, LBR$, CDU$, MSG$)

I have not encountered any.
(It was supposedly something some longer time ago.)
