Wrote a couple of weeks back:
The resulting VFS root should have /vms$common.
(Added that line to HOWTO)

It is only the beginning of the FreeVMS user environment.

It is just a build example, to be used to be able to rebuild as
automatically as possible. (Not to be used literally)

Where did you get that impression?
With a fresh kernel, always do make config before bzImage.

The HOWTO states something about doing make bzImage twice

It is also possible to do a make bzImage after make dep fails.

(That fault may be removed some time in the future)

If it does not compile, the HOWTO says something about stripping away
some configs.
