It seems we need to have LBR and some other stuff first.
(We actually need LBR, CLI, CDU, MSG before we can have a userland version
of DCL (an actual DCL requires kernel stuff). See TASKLIST.)
There were a couple of guys that were supposed to start on LBR and CLI,
but I do not know the status of their work.
If you hear no word from anyone of them about it, you might as well
start coding.
