That's for using DCL on Linux as well as on FreeVMS - I'm learning it, so
that's why I've compiled and installed it - but for using VMS itself on
Linux, the only fully-working VAX emulators on Linux I know of are the SIMH
one:

and the GPLed TS10 offshoot:
http://sourceforge.net/projects/ts10/stable/
I have installed and run OpenVMS 7.3 on the SIMH VAX emulator, so it does
work.
And for a legit copy of OpenVMS, go to
http://www.openvmshobbyist.com/
for a hobbyist license.
FreeVMS has been booted on bochs, so you could use that as well.
