Looks like I've gotten off track.

I got dragged into the null string termination path by needing a way to
debug the string routines. What I really needed to do is write a routine to
display what was contained in a string descriptor. I knew something was
wrong when I started memorizing printf ("%s \n",descriptor.dsc$a_pointer)
so I could see the contents.
