CLI (and LBR) does not seem to depend on the kernel, so it does not seem
necessary.

I am compiling on an ordinary Linux 2.4.18 RedHat 7.2 machine.
The running of kernel and binaries is done on another machine (0_0_12 has
been up 33 days) and with a UML (User-Mode Linux) environment.

It is probably wise having the same header-files and syntax.
There are some useful headers in starlet/src/*lbr*.h and starlet/src/*cli*.h
Some might be missing, though.
